Recreating Normal.dot will do little good for Ruler settings as this
type of data is stored in the Registry. It is also bypassed when you
start Word using the /a switch.
More than likely what you are seeing is character units instead of
picas. Here is an article that will provide the instructions you need

I'm having a similar problem with the ruler in Word 2003 with a
little difference. The measurment setting is stuck on picas and will
not change to inches. When I look in Tools, Options, on the general
tab it does say inches though. I have tried both suggestions made
here already with no success. If I open work using the /a switch
everything works fine, but when I open Word normally (after deleting
the normal.dot file and replacing it) the ruler is still the same.
