Wrong accounts processing order

My Outlook 2003 does not obey the accounts processing order as they are
configured in e-mail accounts settings. What may be wrong?

Doesn't obey it when? What are your trying to do and how do you know the
accounts aren't being processed in the proper order?

When I press F9, or when Outlook automatically verifies every account (each
10 minutes). I see the real (and wrong) order selecting
Tools->Send/Receive->Sending/Receiving settings->Show Progress. Forgive any
translation confusion: my Outlook is in Brazilian Portuguese.
