WSS Workspace Create generates "GeneralQueueJobFailed" error messa

Hello Team,
(MS Project 2007 +
i have several queued job error messages generated when project managers are
publishing a project, the workspace is generated by with wrong permissions,
as by default inheritance.
The resoult is that the project manager is not able to access the workspace
and doc library, Access Denied in PWA.
Any idea what is source of this problem? i have also other user with same
issue.

at the moment i'm surviving running manual syncronization (from the Server
Settings > PRoject Workspaces > Synchronize). the permissions are fixed in
how they should.
any idea?
