WXP SP2 Internet Explorer pop-up blocker

I have installed WXP's SP2 and I now always get the pop-up option bar on
local web sites even if I turn the pop-up blocker off.
When the popup blocker is turned off it works like it should for external
internet sites but not for local sites.
How do I turn off the pop-up blocker for local (located on my computer) web
sites?
