room measurement trouble

I am working in Visio 2003 and have created a floor plan. The page
properties Measurement Units field is set to Feet and Inches and units are
displayed in feet ad inches now. However, when I save, close and reopen the
file, measurement units appear in just inches. When I single click the
diplayed unit it changes back to feet and inches. What can I do so that the
units are always in feet and inches without having to click the units on the
diagram?
