2003 Publisher

In Publisher 2003 can you:

1. Start numbering pages with any page.

2. Link a graphic to certain text.

I've been told it is possible but have been unable to make it happen.

Thanks, the format page numbers helped but the link and embedding did not,
but I did find info on an inline object which is what I needed.
