Access 2007: Can't import Excel nor Text Files

Everytime I try to import an Excel spreadsheet (doesn't matter which version)
or a .txt file, I get a prompt that says:

"Microsoft Office Access can't find the wizard. This wizard has not been
installed, or there is an incorrect setting in the Windows Registry, or this
wizard has been disabled. To reenable this wizard, click the Microsoft Office
Button, and click Access Options. Click Add-Ins, and then in the Manage list,
click Disabled Items, and then click Go. Rerun Microsoft Office Access or
Microsoft Office Setup program to reinstall the wizards. If the missing
wizard is not a Microsoft Office wizard, reinstall it using the Add-in
Manager."

Background Info - I have both Access 2002 and Access 2007 installed on my
Dell Precision M6300 laptop. I've been using both concurrently for a while
now and this problem didn't start happening until I downloaded and installed
some patch I needed from some government agency who designed some Access
application. I'm not sure what that did but that's when I noticed Access 2007
started acting weird. I did everything it told me to do in the error message
above. I even completely uninstalled Access 2007 and reinstalled it and still
having problems. Any solutions?
