Access denied-verify user name and password in Outlook 2002

Please let me know how I can fix this problem. I have tried re-entering my
user name and password, also set up a new email account and still get this
error message.

For which account type?

If Hotmail, have you configured it via POP3?

Since September 1, WebDAV access to Live Hotmail/MSN accounts has been
disabled.
For Outlook 2003 and 2007, you can use the use the Outlook Connector
instead.
For Outlook 2002 and previous, you'll have to configure it with POP3
instead.
If you are using Outlook Express, use Windows Live Mail instead (successor
of Outlook Express).
