Adding an install page

Hello,

I'm designing an intranet for our company and I want to
include an installs page - but I'm not sure how to link
the files to start the installs.
Do I have to have the programs I want to install on the
server, or can they be on my PC?
And when I'm linking them, do I need to use http:// or
file//
I have everything else working but this page - any help or
suggestions would be greatly appreciated!!
