Adding Attachment to email template

I am trying to add an attachment (word doc) to my email
stationery and am not sure how to do it. Is stationery the
best way?

I just want to create an email with this attachment and
some fixed text to send out to customers whenever needed.

Instead of stationery, just create a normal mail message including the
addressee names, subject and attachment(s), then go to File | Save As and
save it as an Outlook Template (.oft) file. You will be able to bring that
template up at any time by double-clicking it in Windows Explorer and it
will be ready to send.
