After Publisher 2003 install I lost my Office Shortcut bar

Has anyone had this happen? Everything went fine and the
software works and everything but the Office Shortcut bar
vanished and i can't get it back. I went to the Office
2000 install disks to get it back and selected the
shortcut bar to install but it never shows back up. It
usually resides in the MS Office Tools menu but it's not
there.
Any suggestions?

Publisher 2003 will not remove any components or delete any shortcuts, other
than a previous version of Publisher if you tell it to do so.

Thanks for your help i have things worked out but for the
life of me I can't emagine why MS would take that feature
out.
