The title attribute will certainly put up a tool tip when your mouse hovers
over it, but I'm not sure how it would be handled by people with
disabilities. An alt tag displays an alternative text when the picture can't
be displayed for one reason or another. This tag can be placed manually
(<img src="someurl" alt="Your text here">) or using the Picture Properties
Dialog of FrontPage.
