Alternative resources

Is there a way to assign an alternative resource to a task so that if the
first resource has no availability then the second resource will be used.

e.g. If there are no welders left, use a welding supervisor instead.
or
If light duty presses are full use a heavy duty press if one is available.

must and should do.
