Assgning user to previously rejected task

Hello all
We recently ran into an issue with users unknowingly/accidently assigning
themselves to tasks that they were already assigned to. Then, the project
manager accepted the assignment. However, since they were already assigned,
it played havoc with the project plan and caused some strange errors when
approving time.

So, in order to avoid this in the future, we decided that we would, as a
rule, reject any task assignments from users and then add them to the plan
manually and republish. However, the problem we seem to be running into is
that once we've rejected the task for the user, it seems to be rejected
forever. Even after we reassign the user to the task and republish. The
user doesn't receive the updated assignment, and any time they try to enter
time to the task, it says that they can't because the PM rejected the task.

Has anyone ran into this before? Is there a way around this or is this just
a bad process to have in place?

It seems that you should be able to assign someone to a task at any point,
even if it was previously rejected, but maybe that's not the case.

Any help would be appreciated.
