"Assign myself to an existing task" doesn't show available project

Hi,
We're seeing an odd issue in MS Enterprise Project 2003.
When a project schedule is created, a team is built using the Enterprise
Resource Pool. No persons are actually assigned to any tasks but they are
members of the team for that project.
In this scenario, using PWA, users can go to "assign myself to an existing
task" select the project and the task they want to assign themselves to.
Lately, these tasks are not showing up for the users when the project file
is setup and published, it has been taking several days before they are
available for assignment. Thoughts? The help would be very much appreciated
as we are very close to needing to contact MS for support on this problem.

After some more looking, there appears to be a 3-day delay from the time you
build the team, to the time the project tasks show up for them to assign
themselves in PWA.

To add to the information I provided in the original problem:
-Adding work to the task doesn't help
-Trying all Publish options doesn't make a difference

We now just figured out that the VEIWDROP folder on the server isn't getting
emptied. Any ideas?
