Assigning resources

If I have a resource who is working on two different
projects at the same time and those projects will be
consolidated into a Masterand use a resource pool. What
is the best way to assign the percentage? Do I assign
50% in each project or do I assign 100% and let my
resource pool and consolidation show me the
overallocations and fix them then? We have project
deadlines that cannot be extended.

There's no single "best" way. The total usage across all projects must not
exceed the maximum the resource is available. For some situations and tasks
that might mean he's assigned 100% to both with resource leveling pushing
the least critical out to resolve the conflict. Other tasks and/or project
priorities might mean 50% to both so they occur at the same time, letting
him manage his workday in order to get both done, or 75%/25% etc etc. It's
a judgement call on your part as PM depending on your firm's prioritys
