attachments "fainted" out

For some time all attachments coming through Outlook Express here have appeared "fainted" out and unresponsive to open or save clicks. Any idea what's going on and how to get around it?

Tools-> Options-> tab Security-> option Do not allow attachments...

Please note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
