Attachments In Outlook Express

When messages come into Outlook Express with an attachment
and when I click on the paper clip, instead of Internet
Explorer opening another program (a photo program) opens.
I am not able to read the attachment. How do I
disassociate this photo program and associate IE with the
attachment? Hope the problem is clear....
