Auto Load Page in New Window.

Hi !

I want to open announcement.html page in a new window everytime my user open
my index.html.
So, this is like a pop up ads that open announcement.html in anew windows
everytime index.html is loaded. announcement.html will be opened automically
in a new window. How can I do this? Do I need JavaScript on this? Please
helpp !!! THANKS and MERRY CHRISTMASS !!!

It will be blocked by in windows XP SP2 IE 6 and all future versions.

Also, most pop up blockers will block it.
