Automatically send messages when offline in Outlook

I know that by default, when in Offline mode, Outlook will not send or
receive messages automatically - you need to explicitly tell it to
send and/or receive. Is there a way to set it up such that it sends
all messages automatically, instead of leaving them in "Outbox"? I
don't want it to receive automatically.

The connection to the mail server is pretty bad and Outlook seems to
be a lot more stable in Offline mode, so not working in Offline mode
is unfortunately not a desirable option. I am using Outlook 2003.

How do you expect Outlook to send or receive in Offline mode when, by
definition of "offline" is has no access to any mail server?
