I have Publisher 2000. I would like to have a picture behind a form (words)
on one page. I had read previous advice. I tried creating a rectangle
behind it and then sending it to background. That did not work. I tried
another piece of advice "send to back". That did not work. I have already
greyed out my background picture. I discovered by accident that the block
with the words covers the background however another picture does not. The
picture shows the background picture still, but the block of words covers it
totally. I can do this in three other software types but not in publisher.

Sending an object to the back is not sending it to the background.
If you send your image to the back and set the fill of your form with "no fill", you
will see the background through the form.
This is a simple procedure. What is not working?
