Background

To add a background to a page you use the tab
[Formatting] on the Page Properties window. Except when I
open Page Properties, I do not have a [Formatting] tab. I
am using FrontPage 2003. Any idea what's up?

If you have applied a theme the theme controls Page Properties

So I should look at changing the background to the Theme?

Yes
Format Theme (select your theme) Modify/Customize Graphics (browse to a new image), or Colors Custom
Then save as a new theme name
