How can I create one file that has a title background
page, and then left and right background pages?

Anyone have any suggestions?

What version of Publisher are you using?
What version of Windows are you using?
What kind of page layout are you using?

With Publisher 2003 you can have multiple master pages (background) with
different backgrounds.

We are using Publisher 2000, Windows XP, and trying to
create a company newsletter.

This is not an option in Publisher 2000. You would need to use multiple
publications to use the background feature with a different background for
each page.

Design your background for the first page
Then draw a box the size of your page, select the fill colour as white, and
send it to the back, behind the background.
Group the object, and put it on the first page, so the white lines up with
the page edges exactly.
Then send the grouped object to the back.
It will cover up the background used in the rest of your publication.
