I've had several important security updates from MS
blocked by my-email (they were exe files). I understand
from Help that the only way I can allow these is if I am
set up on Microsoft Exchange Server. How do I do that,
and should I?

ive had those same emails come to me and the attechments have been blocked.
if you look at the address that it was sent from it has some wierd address.
i dont know if that has anythin to do with it but i dont mess with them. i
delete them. if it is needed to be updated, microsoft will put it in the
winodws updates.

those are viruses - delete the messages without attempting to access the
exe's.
