Border colors lost after save or publish

I am using a custom theme and am trying to change the fill
color on the shared borders. Frontpage will allow me to
do this, however, after I save or publish the changes are
not applied. Any help would be appricieated..

Are you changing the theme or the page?

FP2002 Shared border background colors and images are only supported on sites hosted under the FP 2002 Server Extensions

I have tried both, but I only want to change the top and
bottom shared border, so when I change a single page it
carries to the other pages with the shared border. It
appears correct on my pc but is lost on save or publish.
I am using a site with FP extensions..
