Browse Button in Publisher Webpage

Is there any way I can attach a button to my quote page so that when they
click on it, it takes them to their c: to pull up and attach a file? Also,
how do I work my links to pop up another browser window instead of using the
same one?

Question 1...I don't think so, but I don't really understand the question
