I have Microsoft Publisher 2003 and have a brochure I would like to email to
someone who has Office 2000. Is there any patch or software that will allow
her to view this? She gets a message that it is unable to open on here
version.

No, you would have to do a Save As. Please be aware that you may lose some
formatting doing so plus there's a strong possibility that your file size
will big HUGE.

Does the recipient need to be able to edit the file or just view it?

You can "save as" a Publisher 2000 in files of type. Be aware the formatting
will not be the same in many instances. If the recipient does not have Publisher
2000, only Office, she will not be able to open the file in any event. Try the
PDF route.
