button to download a file but don't open it

I am trying to create a link or button that will lead to the
downloading of a file, not the opening of the file.

I tried it with a JPEG file and no matter how I tried to do
it, the results seemed to be the opening of the picture
rather than the downloading of the file. I can't find such
an option on the insert menu, nor can I find any reference
in the help file.

???

TIA

You can Zip it, or you can place instructions for the viewer to Save Target
As.

give me more details.

Just type text next to the link, to right click the link and then select Save Target As, etc.
