Can I create personal account databases with this?

I am setting up a website. And I need it so people can access they're own
personal account with the money they have in it.
1.) Would I be able to do that so people can sign up and login to they're
own account that has they're personal information in it.
2.) Also, can I create something (of a button or something) where they can
type in how much money they want to spend (or how much will come back to
them) and it go or deduct from they're account only.

I would not use Access on the Internet for handling money. If it is internal
(Intranet) and there aren't too many concurrent users, you might get away
with more lax security.

It's fake money. For a game on the internet. They will use fake money to bid
on stocks.
If that wouldn't work, would you have an idea of how to do it?

I don't think you can use Access to create the application you want.
Access' venture into the Internet, Data Access Pages (DAP) was quite
limited, never well accepted, and though execution of DAPs is still
supported, they are now "deprecated", and you can not work on them in design
view in Access 2007.

Whether an Access (aka Jet) database is suitable to be used for storing the
data would depend on the development tools you are using to create the web
application. Microsoft tools which might apply are Front Page (now
discontinued, but very usable) for very simple applications, Expression Web,
..asp Active Server Pages, ASP.NET, and Visual Studio. Once you've decided on
your development tool, then asking in that newsgroup about databases would
be a better source.
