Can I scroll all frames at the same time?

I want to be able to have frames and be scroll the entire page when browsing?
how do I do that?

Put the entire page in a frame.

There is a way to make all frames scroll simultaneously. It's not practical
to implement, however.

Why do you need to do this?

I like the idea of having frames, to me it is easier to design, but I do not
like the fact that the all have one scroll bar.

Perhaps but it's hard on your visitors. The reason for using or not using
frames should be based on a) your site's needs, and b) your willingness to
accept the potential problems that frames can create for you as developer
and maintainer of the site and for your visitors as casual users of the
site.

I am down on frames because I believe that they create many more problems
than they solve.
Judging from the posts here, and the kinds of problems that are described,
the kind of person most likely to elect to use frames is also the kind of
person most likely ill-prepared fo solve the ensuing problems when they
arise. If you feel a) that you understand the problems and b) that you are
prepared to handle them when they occur, and c) that you have a need to use
frames, then by all means use them.

I have the same question as I have a frame that is constant on all of my
pages on the left column and the right column is the one that changes -
currently has 80 different pages which it changes to and this is growing.
By using the frame, any change I make to the left column only has to be done
once - not 80 times on all of the pages.

How can I not use frames and make things easy???

Use an include file for the navigation. The include file is included
in all your pages - and editing the include will change every page.
Also (FP2003) use a Dynamic Web Template, which may prove even more
useful.
