Can not define group of send/receiving

When I select Tools->Options->Mail Setup->Send/Receive (button), no action
from the outlook 2003. I am sure there are valid emails accounts in the
outlook.
What goes wrong?

Sounds to me like you have a damaged srs file (Send/Receive group).
