can only open an .MDB file 'read only' on XP Home

I just built a new box and installed XP Home. I created a limited user
account for the family to use. I'm having a problem opening our PIM which I
wrote in access. First, I had to set the security to allow unsafe code to
run (using the Administrator account) before I could open the file. Now I
can open it but only read-only. Any idea what's wrong and how to fix it?

You've probably already checked this, but the file might
be set to be read only in windows (right-click,
properties, read-only box checked?). I'm only saying this
because even though I think myself fairly computer-
literate, I did once spend many hours troubleshooting a
disconnected network cable, which was the first place I
should've looked.
