If you know someone who has a recent version of Adobe Acrobat, they can save
the form in Word format from Acrobat.
Try to fill in the form using the Adobe Reader. Acrobat has an option to
make it so. The author of the form may or may not have implemented the
option. US IRS forms, for example, usually have the option implemented.
If the form is not too complicated, print the form and then scan the form
into an image editing program. Then use the add text feature of the program
to complete the form. You could so in Word, but I find image editing
programs easier.
