Can you add comments on a line chart?

Can you add a comment on a line chart (like you can add a comment to a cell
in excel)? or do you have to add a text box to add a comment above a point
on a line chart?

PPT charts don't have comments like Excel cells do. You'd have to add the
textbox manually.
