Cannot configure to work offline using outlook 2007

I recently upgraded to Outlook 2007. Since the upgrade I have not been able
to use Outlook offline (the ost folder is still as of before upgrade).
Product help points to using a "Work Offline" in the File Menu ... cannot
find the menu. I would appreciate help in resolving this issue
