Cannot get Outlook to send or receive

I have been using Outlook Express for several years.\

Now with Outlook from OfficeXP, I cannot get messages or send any. I
have checked to connections in the SMTP and they are, as far as I can
see they are correc.

I cannot find the Outbox to see if anything is trapped in there but
nothing got sent out.
