Photo Editor has its limitations due to its age. Tried opening it with
another picture viewer?
Windows XP, has one built-in, you can also use Windows Live Photo Gallery or
IrfanView. All these software packages are free downloads.
Have you tried setting IE as the application to open a jpg with? It works
quite well. also, check your task bar to see if Photo Editor is actually open
but minimized. I've seen that happen ALOT.
