Cannot open or create Project files with Project 2003

Hopefully someone can assist me with this as I've searched the MS KB and
Google but haven't found anything. User has Project 2003 and when opening a
file or creating a new one all he gets is a red x. I've uninstalled,
rebooted, re-installed and get the same. Any assistance would be greatly
appreciated.
