cannot open saved file

I have a sign program on a older windows 98 computer with publisher 2.0
My new computer windows xp and publisher 2003.
I cannot open the old publisher files with the new computer.
This is a sign program that I would like to continue to use.

Any help on updating or converting the old to new?

2003, Publisher 2002, or Publisher 2000: "Publisher cannot open this file"
