Can you use any other CDs at all, or is it just the office CD?

Does this mean Office wasnt previously installed?
With the cd in the drive, in explorer, view your cd drive, double click on
setup.exe

Office was not previously installed.

Nothing at all. No installation instructions, no noise like it is running -
nothing.

Have you tried cleaning it? (toothpaste - I kid you not)
Can you open it in Windows Explorer?

Did you try viewing the contents of the CD in an Exploring Window (i.e.
double-click My Computer and then double-click your CD drive) as I
previously suggested? If you do you should see Setup.exe. Double-click it to
start the installation.
