cannot schedule auto send/receive

Dear all
I set the schedule an automatic send/receive every 3 minutes when outlook is online. It can't auto send /receive after 3 minutes. I need to press F9 manual to perform this tasks every time
I already reinstall Office XP and recreate new pst file but it can't fix
Pls help :

Are you sure Outlook isn't in Offline mode? File-> Work Off Line
