Can't create file......opening attachments

I have a user that has outlook 2002. He sends out a form
to all staff (100+ users), for them to fill out and return.

When they reply, he can open some of the attachments and
not others.

The message he gets is:

"Can't create file: "name of attachment" Right click the
folder you want to create the file in and then check
properties on shortcut menut to check your permissions."

I think the problem is that he is getting lots of
attachements returned to him with the same file name. Is
there a solution to this?

Often, clearing Temporary Internet Files ameliorates this problem.
