Can't delete task for a user with protected actuals

Using managed time periods

I have a project where the resource manager updated actuals on a task for a
resource. He zero-ed out all reported time for a task and moved to a
different task. After updating in project plan, the resource manager tried
to delete the the resource off the task but actual protected work was never
blanked out. When I try to update actuals via PWA no time appears. When I
look in the plan for the same time period, protected actual work exists.

When I sync to actuals, nothing happens in the plan. How do I fix this?
How did this happen?

The approach you folks are using is not appropriate for an environment where
you are using Managed Time Periods. With this functionality in place, the
system assumes that all actuals are entered on the View My Tasks page in
PWA. Actuals can never be entered in the Microsoft Project plan, as you
have already learned the hard way. The lone exception is that the system
allows the PM to update milestone tasks to 100% complete in the Microsoft
Project plan. Therefore, your best plan of action at this point is to ask
the Project Server administrator to temporarily disable Managed Time Periods
so the RM in question can do his revisions. Then after the RM is finished,
the Project Server administrator can re-enable Managed Time Periods. Hope
