Re-load from your Publisher 2000 CD..

Specifically what is the problem? Are you getting an error message? What
does it say? Exactly what are you doing - opening a file from Explorer or
starting from the icon?

unable to open microsoft publisher 2000. need to repair.

Go to Start > Control Panel > Add/Remove Programs > Publisher 2000 and click
on change/remove and when prompted, choose to Repair Publisher.
