can't open outlook 2003

Please Help! - When i try to open Outlook 2003 it says unable to open the
outlook window - the set of folders could not be opened. The servers is not
available. contact your administrator if this condition persists.
i have tried uninstalling it and re-installing it again and it does not
work. What can I do?

Locate & run scanpst.exe (a hidden file) on your data file - possibly named
outlook.pst, to see if it finds / repairs any err's
Try starting outlook with the safe switch
Start>run
outlook.exe /safe (a space between. exe /)
If still no go; use the mail applet in the control panel to create a new
profile, dont copy old, add the old data file (if scanpst finds no err's)
and the accounts, set to prompt for profile & retest
