Can't open saved files - Help!

When I open OneNote, most of the .one files I have created cannot be
opened. I receive this message on a gray background:

"OneNote could not open the location you specified. Make sure you have
permission to open or save files to this location."

The Microsoft link for this error,
http://support.microsoft.com/?kbid=828610 says that this is a problemo
with frontpage server extensions, which I am running, but their fix
doesn't help me, as it suggests that I Click Start, point to Control
Panel, and then click Administrative Tools, but Administrative Tools
is not available on my computer.

This problem is making OneNote completely unusable. Any suggestions on
what I might do?? Thanks--

Probably the easiest thing to do is to contact your IT group to get admin
rights on your box and follow the steps in the KB article.

I managed to get the admin rights, and here are the steps I tried to
follow:

1. Click Start, point to Control Panel, and then click Administrative
Tools.
2. Double-click Computer Management.
3. Expand Services and Applications.
4. Right-click Internet Information Services, and then click
Properties.

Step 4 is as far as I can go, because Internet Information Services is
not on the list anywhere... I'm running Windows XP pro 2002 SP1.

Any other suggestions?
