Can't reply to any topics?

First, yes I am logged in. And I've found a few threads that are on the
topic I want to ask a question about. But... I'm not seeing any reply
buttons for some reason, so I have to start a new thread. What am I
missing?

Ah, I should say that's NOT the case in more recent threads, but some
as recently as mid 2005.
