CANT SEND ATTCHEMNTS

I have afresh install of XP Prof and down loaded all the
updates, Have Office 2003, incl outlook 2003, also
completed the updates for this.

WHen in out look I cant send any attachments, I can
receive them, I do not have a firewall or Anti Vir up yet.

Can any one tell me why is happening does same for
Outlook Express. My ISP confirmed it is on my end.
