Changes to Accounts & Business Contacts need restart to take effect

If I update a business contact or an account, and exit the item with a Save
& Close, the change still does not take effect. I have found I need to
restart Outlook for the change to take effect. If I do a mail merge after I
have changed and saved my changes, without closing and opening Outlook, the
old information is being used.

Is this the way it is supposed to be (after working through all the bugs and
problems in BCM for the last 1 year, it sounds plausible that it is a
feature and not a bug...)?
