Changing Available Units

I have some of my resources tasked at less than 100%. In the resource
information boxes, I have them listed at 85% available units.

However, when they finish a task early, that percentage will change for that
particular task -- it goes down. And when they finish a task late, the
percentage goes up. I would think it would be the other way around. How do
I avoid Project changing this number and have it simply pull in (or push out)
successive tasks?

What you're seeing is Project's standard behavior. When make the initial
assignment, Project uses the MAX units default value or one that you set
manually while making the assignment. After that, the MAX units reflected on
the Gantt chart indicates the resource peak usage for that task. The
underlying assignment percentage doesn't change. So, when tasks are late,
people will often work more hours than originally planned to try to catch
up. This can easily cause the peak usage to "peak." Likewise, when tasks
finish early, it is usually because it took less work, and less resource
usage.
